Administration announces America’s artificial intelligence action plan
On July 23, 2025, the White House unveiled its artificial intelligence (AI) strategy, titled “Winning the Race: America’s AI Action Plan.” The plan outlines the administration’s policy goals and directs federal agencies to begin implementing them in pursuit of achieving global AI leadership. The Trump administration views the United States’ development and adoption of AI as a race, comparable to the Cold War-era Space Race.
HR will play a pivotal role in the AI era by guiding organizational adaptation, addressing workforce impacts, and navigating the increasing automation of HR functions themselves.
Policy actions related to AI
During President Trump’s first few months in office, he issued Executive Orders (EOs) containing foundational principles underlying the AI Action Plan. In his third day in office, he issued EO 14179, “Removing Barriers to American Leadership in Artificial Intelligence.” This EO directed the creation of the AI Action Plan, rescinded President Biden’s AI-related EO 14110 (“Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence”), and signaled the Trump administration’s pivot from the prior administration’s regulatory risk-mitigation approach to an aggressive focus on innovation.
