OFCCP may issue new CSALs in 2020
Based on recent conversations with the agency's leadership, contractors should not be surprised if the Office of Federal Contract Compliance Programs (OFCCP):
- Issues a new corporate scheduling announcement letter (CSAL) list in calendar year 2020;
- Incorporates virtual on-sites into the agency's procedures after the COVID-19 pandemic;
- Provides additional FAQs and guidance on compensation;
- Uses only statistics to prove violations;
- Adds a form of verification to determine contractors in the next CSAL list; and
- Clarifies questions on how to use the new Section 503 self-identification form.
OMB approves modified Section 503 disability self-ID form
On May 8, 2020, the Office of Management and Budget (OMB) approved the OFCCP's revised Section 503 self-identification form. The agency instructed federal contractors to implement the new form for both applicants and employees by August 4.
The OFCCP updated its FAQs to provide additional information on how to implement the new form. Specifically, the information says contractors can create an electronically fillable copy as long as the form meets certain requirements. In addition, they can make nonsubstantive changes to upload the form and make it accessible.
