The U.S. Department of Health and Human Services (HHS) has issued the “Essential Health Benefits Bulletin,” outlining proposed policies that will give states more flexibility and freedom to implement the “essential health benefits” requirements of the Patient Protection and Affordable Care Act (PPACA).
