Do pictures of drug use create reasonable suspicion?

Q: One of our managers was looking up employees on MySpace - on his own time - and found one who posted pictures of himself getting high. Of course, there could be something besides marijuana in the bong, but probably not. Does his behavior constitute reasonable suspicion? It seems that it wasn't very reasonable for the manager to be looking up employees in the first place, but we're wondering what can we do now that we have the information - just wait for some reasonable suspicion to show up while he's at work?
